Scope of Work
Under the supervision of the Field Manager, the HR/Admin Assistant will support and be the focal person in various HR and admin functions for IRC Somalia Dhusamareeb field office, such as ensuring adherence to all personnel policies; recruitment, orientation and training for newly recruited staff and overall office administration.
The HR/Admin assistants participates in maintaining and reviewing all administrative and human resource systems and procedures. S/he will ensure uniform compliance with policies and procedures at all sites and provides technical support to all staff.
REQUIREMENTS:
  • University Degree/College diploma in Office Management, Business Administration with focus on human resource management and office administration
  • At least 3 years experience with an INGO in similar roles
  • Strong organizational skills, ability to operate professionally and at a pace that assists in fast tracking various HR processes and decisions
  • Ability to manage demanding workload and problem solving
  • Excellent computer skills, especially word, excel and power point
  • Excellent in English and Somali both speaking & writing.

BACKGROUND
Organizational Context
Under the overall guidance and supervision of the Chief Security Adviser (CSA), Security Adviser (SA) or the Field Security Coordination Officer (FSCO), the Local Security Assistant assists in the implementation of security operations and all matters relating to the management of safety and security for UN personnel in the country or in the region of assignment.


DUTIES AND RESPONSIBILITIES

  • Summary of key functions:
  • Assists CSA/SA/FSCO in collecting, updating and communicating information regarding the security situation in the country;
  • Assists in maintaining the Security Plan, including updating staff lists;
  • Supports the CSA/SA/FSCO with the assessment of Minimum Operational Security Standards (MOSS) for the duty station;
  • Assists in reporting security incidents affecting UN staff, offices and assets;
  • Organizes and delivers training courses on security awareness and preparedness;
  • Assists in ensuring residential (Minimum Operating Residential Security Standards – MORSS)and office safety, and security preparedness;
  • Provides general administrative assistance to the CSA/SA/FSCO.
Assists the CSA/SA/FSCO in collecting, updating and communicating information regarding the security situation in the country:
  • Liaises and coordinates, as appropriate, with the host government security organizations and/or personnel, including national and local provincial authorities, military, and police officers, as well as non-governmental organizations and other non-State actors in the area of operation;
  • Helps to assess the security situation at the duty station and ensures adequate gathering and verification of security information that may be required for a proper analysis of the situation by the CSA/SA/FSCO;
  • Communicates information on security to the heads of United Nations agencies and provides host country security advice to UNDSS in the absence of the SA, as required;
  • Maintains regular contacts with Security Focal Points of UN agencies;
  • May be requested to provide technical assistance at SMT meetings, in the absence of the CSA/SA/FSCO.
Assists in maintaining the Security Plan, including updating staff lists:
  • Helps in the preparation and review of the UN Security Plan;
  • Supports actions during the implementation of the Security Plan, as required.
Assists the CSA/SA/FSCO in monitoring compliance with Minimum Operational Security Standards (MOSS) established for the duty station.  Also assists with the compilation of data required for the MOSS Self-Assessment Programme.

Provides support in organizing and conducting training courses on security awareness and preparedness, and providing security orientation to newly assigned staff members. Conducts security briefings, as required.
Provides general administrative assistance to the CSA/SA/FSCO:
  • Maintains routine and confidential correspondence files/documents;
  • Maintains a database on contact details in relation to host country security authorities;
  • Arranges appointments, receives visitors, places and screens telephone calls and answers queries with discretion, and takes minutes and/or notes at meetings.
Performs other security-related tasks assigned by the CSA/SA/FSCO:
  • Conducts security evaluations and provides advice on security measures for the residences (Minimum Operating Residential Security Standards - MORSS) of UN staff, as well as on latest trends and threats to staff safety and security;
  • Establishes and maintains warden system and keeps update of information related to UN offices and residences;
  • Administers a pass and ID system;
  • Maintains liaison with commercial companies used for UN security at offices and residences, in order to ensure the effective and efficient use of the guard force;
  • Facilitate the safe and secure relocation of UN personnel to the safe haven in situations where security at the satellite locations is not sustainable;
  • Coordinates with Somalia National Police and Military on UN movements by convoys;
  • Supports FSCO in conducting UN missions  at the area of operations;
  • Supports UN national staff with protocol arrangements at the airport as necessary.

BACKGROUND
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women engagements globally are guided by the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) and the Beijing Declaration and Platform for Action (PFA). The UN Security Council Resolution 1325 on Women, Peace and Security, adopted in 2000, is of particular importance for fragile states as it recognized that war impact women differently, and reaffirmed the need to increase women’s role in decision-making with regard to conflict resolution and prevention. Six consequent additional resolutions on women, peace and security were added, together representing a critical framework for improving the situation of women in fragile and conflict affected countries. Also, the Sustainable Development Goals set time-bound and measurable targets to promote gender equality.
Somalia is one of the most fragile States in the world. After two decades of civil strife, and the rule of several transitional governments, the first broadly acknowledged Federal Government of Somalia was put in place in 2012. It has been accompanied with intense statebuilding support from the international community. However, political and clan infights, as well as serious threats through the extremist group Al-Shabaab have kept the country in a continued unstable condition. Many women are thereby in the most vulnerable positions, be it as IDPs or in instable community contexts. Rudimentary formal justice institutions – where they exist - have proven incapable of serving women with justice where they experience grievances, and a general lack of security hampers women’s everyday lives.
The purpose of this consultancy is to fill the significant knowledge gaps in respect to women’s access to justice and security across Somalia and to make targeted recommendations for the Joint Programme on Rule of Law and the design of a Joint Programme on Women, Peace and Security.


DUTIES AND RESPONSIBILITIES
  • Review relevant existing analytical work on women’s access to justice and security in Somalia, and based on this further refine the key questions/gaps to be addressed
  • Develop a methodology for qualitative field work / data gathering on women’s access to justice and security in different areas of Somalia; including key questions, staffing, research tools, research plan, geographical scope;
  • Design TORs for a Request for Proposal in order to identify a research organization;
  • Supervise the implementation of the study;
  • Oversee the activities of the research organization;
  • Draft a final detailed research report including recommendations for action;
  • Draft a short briefing paper presenting key findings for publication;
  • Present the key findings at a workshop with relevant UN stakeholders;               
  • Close coordination with the UN Women Somalia Country Programme Manager to agree on approach and keep in close dialogue on issues and way forward;
  • Meet with UN Somalia staff, including the Regional Peace and Security Adviser, the ROL Project Manager, and key consultants engaged with UN Women Somalia, to discuss current programming, and understand their views on how best to address women’s access to justice and security in Somalia;
  • Provide close collaboration and guidance to research organization.
Deliverables:
  • In Inception Report outlining (i) the key questions and issues regarding women access to justice and security arising from existing analytical works; (ii) a detailed methodology for data gathering on women’s access to justice and security; and (iii) team management and supervision structures, and modality for communication with UN Women Country Programme Manager;
  • A RFP for a research organization;
  • A draft research report to be presented to UN Women Somalia staff;
  • A final research report;
  • A Briefing Paper presenting the key findings of the study;
  • Presentation of findings at a workshop.

Education:
  • Master degree in Human Rights, Gender, Management or relevant Social Sciences.
Experience:
  • Minimum 7 years research and analytical experience within the relevant topic areas;
  • Ability to deliver high-level analytical work, as demonstrated by relevant experience in writing publications preferably from Somalia or other fragile States;
  • Experience as lead researcher from similar assignments;
  • General in-depth experience in qualitative field research;
  • Experience in qualitative research in different areas of Somalia.
Language:
  •  Fluency in the English language required.
