Background Information - Kenya

The East Africa Hub
Located in Nairobi, Kenya, the East Africa Hub manages a growing portfolio of engagements, including associated strategic and operational risks. The East Africa sub-region currently consists of an established Operations Center in South Sudan, an Office in Somalia and a portfolio of engagements managed by the Kenya based East Africa Hub office. This includes primarily transactional projects in partnership with the Nairobi based UN Agencies UN-Habitat and UNEP, and multiple ‘operational’ projects in Tanzania, Burundi, Uganda, Kenya and several Atlantic and Indian Ocean island states.



Purpose and Scope of Assignment

Under direct supervision of the Project Manager and overall guidance of the Hub Director, the Senior Site Engineer is required to perform the following duties and responsibilities:
•  Oversee the design, planning, and implementation of construction works within the project;
•  Monitor the progress of works according to contract schedules, specifications and project plans;
• Inspect and report on Contractors’ weekly and monthly works in progress, in accordance to UNOPS
   standards;
• Approve  Contractors’ set out and works, including compliance with Contract Specifications and ensure that
  contractors comply with their work plans to complete work with specified time frame;
• Provide support and guidance to the contractors and assists in resolving site problems, as necessary;
• Attend the project site(s) daily, in order to monitor progress of works, identity the existing problems and
  provide appropriate solutions through application of sound engineering standards in consultation with the
  Project Manager;
• Maintain records, compile and check daily progress reports prepared by the Site Engineer on construction
  activities, according to the agreed time frame of works for submission to the Project Manager on a weekly
  basis and other periodic reports required by the UNOPS standard procedures;   
• Prepare, check  and maintain a database for the available materials shipped to the project, schedules of labor
  force, and monitor the of quality of such during the progress of works;
• Assess, check, and approve the work activities of contractors, check and verify the measured completed
 work and make recommendations to the Project Manager for progress payments to contractors.
• Define and document the construction procedures according to UNOPS specified quality assurance
  requirements with full consolation  with the Project Manager;
• Identify, set the procedures, and check that the activities  to ensure that the constructed works on site
  meet UNOPS Quality Control requirements in full consultation with the Project Manager;

• Identify and control any environmental risks that can affect the site or the neighboring domestic areas around
  the site in full coordination with the Project Manger;

• Coordinates between Contractors and UNOPS;
• Perform other related duties as required by the Project Manager.

Education

  • A Masters Degree in Civil Engineering from a recognized University or a relevant Bachelors Degree appropriate experience in lieu of the advanced university degree.
Work Experience

  • 7 years of relevant experience in civil engineering of which at least 4 years is construction experience. Previous UN experience is a plus.
  • Engineering experience in Somalia is desired
Languages

  • Fluency in English is required
  • Must be able to speak in Somali language. 
  • Working knowledge of additional UN or regional languages is considered an asset.

Certifications

PRINCE2 Foundation and Practitioner will be considered an asset.
